What state. "the" state? A state? It depends what you denote by being looked down on. As far as I know at hand are no states which can say that it is forbidden thanks to the supreme Court's ruling a few years ago.
Normally (without religion playing a factor) the state encourage typically family unit, because its a researched fact that a mother/father clan unit produces the best assistance for children. The state wants its citizens to produce children that will contribute to society.
I dont know going on for the U.S.
