Answers: With the Homeland Security feat, they can do just almost anything they want, including illegal wiretapping and introduce yourself sniffing. They probably WON'T unless you are involved in something you shouldn't be... but they can.
Usually they will requirement to have dutiful reason to suspect you for breaking the ruling somehow, and then move about and convince your ISP to allow them to 'snoop' on you and/or get hoary data from them to examine.
