Answers: I have this too. Restart your modem as well as your workstation. The ISP may be having problems or they are workig on the system.

check if you're running a p2p (emule, ares) ..to be exact using a lot of bandwidth so the explorer and MSN cannot work correctly
surrounded by this case slow down the p2p and reset the router
