I do not believe that you can use rediff bol messenger. You should be capable of email them and ask them what protocol they use. If they start to use the Jabber/xmpp protocol later you would know how to use.
I installed wine and tried beside the command within the command prompt wine bolinstaller.exe. It generate another exe wallet name Bol Setup.exe.
I tried wine bolsetup.exe and get these error messages

You might- and I stress the conditional might- be capable of do this using WINE or Crossover Office.
It's nature of unlikely though since anything using voice messaging and voice notes is going to be sensitive to latency and using an emulator- or using a home-grown effecting of the Windows API- is credible to be for a moment too slow for VoIP type use.
Of course, in that are other free voice messengers for Ubuntu: Ekiga, Linphone, etc.
