I would approaching to see ICS on my bluetooth adapter, but when I right click on "Bluetooth Network Connection" underneath "Personal Area Network" and click on "Properties," beneath the advanced tab adjectives I see is an way out to click on the settings for window firewall, and it say nil going on for Internet Connection Sharing close to it does when I click on my wired nouns. What's going on here? How do I set up my Bluetooth adapter for internet nouns sharing?

ICS does not work using Windows built in TCP/IP stack for Bluetooth adapters. There is a 3rd-party stack from BlueSoleil that should correct the problem. See this website for more details:
