I am currently not subscribed to unlimited internet facility. I am charged as per information verbs respectively month. I only just took VOIP nouns. My press is, will at hand be any background verbs while my phone is hooked to internet but not in use. If so how much per hour. My internet company is going to charge me base on my information verbs so I want to be sure.

Well it depends on your VoIP provider. You may ask your them for this question. Because some providers may don't, while others may do.

Assuming your phone is registered beside a VoIP provider nearby will be an exchange of traffic containing messages to hang on to it registered. This is a enormously, tremendously small amount of traffic and I really do not reckon you enjoy to verbs it will significantly munch through up your allowance.
It may be possible to control the frequency of registration but sometimes the provider fixes that.
