Start Task bureaucrat (Ctrl+Alt+Del) and see whats running and be in motion from nearby.
I have this problem beside my antediluvian computer I have the problem looked at by a technician and found that the motherboard to be at defect. I have the board changed and it worked great after that.
Its ok everyone describing you to stop doesn`t matter what is using the processor but some of these are imperative functions, of late get rid of the ones that you recognise and do it one by one not a total document and next check if every piece is ok
