I enjoy Road runner internet. I own one regular wireless router ( which is getting internet). I am trying to hook up a second regular router to the non wireless beside a cross over cable and i have need of to know how to set it up so that it works near the other one.

I wouldn't bother next to a x-over cable but simply use a standard CAT-[56] cable.
We own a cable modem going to a WAP. There are 2 wired 8 port switches "downstream" from the WAP. Works great. Less innards.
No configuration. The strange downstream WAP you're tallying will win it's framework configuration from the DHCP service surrounded by your upstream WAP.
