There are two reason for this.
1: The torrent have be delete from the tracker.
2: The tracker have accomplish it's maximum number of connections.
Leave it running overnight. If it's still down, progress to the tracker and see if a V2 of the record is available.

are you router ports accessible?
is the torrentclient allowed by the firewall?
is you torrentclient disqualified by the tracker?

or possibly a firewall
you may own to modify ports from defaulting ports for the torrent client

I ponder someone is trying to notify you something, I don`t know you should listen. I own read lots on ispreview.co.uk roughly speaking isps blocking these sites but they will not make a clean breast it.
