you can add on 64,000+ users, but simply 20 can access the server at a time, and I'm not sure of the 64,000+ shortening that be until that time stirring directory (windows NT) I beleive 2000 server and newer is virtually unlimited...

if you're asking if that server will effectively serve 20 clients, later, yes, near alleviate. I'm assuming that it's a window 2000/2003 server eh?
A domain can hold an infinite number of users. A workgroup can too but on a regular window system (9x, XP, anything else window non Server) with the sole purpose allows 10 connections max. But as a domain controller (Your Using AD I am assuming) you can use as copious as you want.
