Answers: Well, your console access is fine, it's your AAA which is stopped. Is this a production switch, or a switch contained by a lab? If you can reboot it, you should freshly do a PW reclamation on it and wipe it verbs:

If this is a production box and you inevitability that configuration, you will involve to integer out what is wrong beside the AAA. I can believe of a few ways to do this, but possibly the easiest - assuming you enjoy SNMP R/W to the box - is to clutch the config via SNMP and review it, next nick out the offending line(s). Alternatively you could check the logs on the ACS box (or if you are not using ACS, logs on anything box you are using) to see WHY it is failing (authentication or authorization).

Considering that this is Cisco, enjoy you attempted to do a wipe of the switch, restore it final to system default and tried to telnet contained by and set it backbone up? I'm not fairly familiarized next to the 1900 series switch but I am habituated near the 1100, 1200, series APs and the console looping have be fixed near a simple wipe.
