First try to ping you wan ip, if that ip doesn't respond afterwards your connections is down or your surrounded by a different make friends. If you wan ip is public it should be accessible anywhere. And you shouldn't be managing your wan ip. That will null and void your modems warranty next to your ISP. Also you should be with the sole purpose tweaking beside your public lan ip, thats whats assigned to your computer or the devices on your exchange cards that grant you remote access.
you own port forwarding enabled on your router ?
