Computer is messed up! It won't start up. Timer counts down from 29 later restarts. What's goin on?

I can't do ANYTHING. It give me option close to re-boot surrounded by Safe Mode. and a appendage full of others. I've preferred ALL of them and zilch happen. Please serve.
