My uncle reformatted/cleaned out my HP computer, very soon Operating System not found?

My uncle give me a HP computer from Walmart which he didn't call for anymore. He wipe it out so it would be fresh but very soon the operating system isn't found. He mentioned something just about the video card self loose but I can't seem to be to find it. There's no disc as Windows be built within and there's no findings of a retrieval disc. What can I do to fix this minus a disc?
