Is it undamaging to make a contribution customers SSH/Shell access contained by cPanel/WHM?
If it isn't not dangerous, what can ethnic group do to the server if they do hold SSH/Shell access?

It is not locked. The user can run their own programs, compilers, exploits, etc... It roughly open the door for mistakes and invective.
I would own these populace fax/email you a copy of their drivers license or other photo ID, their ISP email address, and their home phone number, along beside a sense for requiring shell access. If they run into the requirements and you hold no source to distrust them, I would forfeit shell.
Either that, or I would ask the customer to upgrade to a VPS, where on earth any exploits/abuse wouldn't bother the rest of the users on the server. I deduce I would sleep better near the second.
