Ah Norton, so problem free and so unobtrusive.
Windows Security Centre does not concern roughly emails but it will give an account you if it think your antivirus is worn-out or old.
If Norton tell you it is not monitoring your emails after it isn't. Last time I saw this I have to reinstall Norton 360 to correct the problem.
I would start by uninstalling Nortons and never using it again. It is a horrible memory hog and creates more problems than it solves..
