Cannot delete a profile on cookies.The profile term is INDEX.DAT.?

I suspect that it is some loving of a virus or spyware?im using cc cleaner, execleaner,system mechanic to clean my notebook.but it cannot remove the directory.when o dance directly to the cookie folder and try to delete it,an error will appear (cannot delete index:it is used by another entity or program)
