Internet explorer have some built within tools for blocking websites, content advisor underneath content or restrict sites below secruity see if that will work for ya
Zone Alarm have some great features, but it's rather pricey...
you can also try "A+ Web Filter" its free and works upright.
you can use NetDog :
http://www.netdogsoft.com , of late give the website to "Always blocked website list" within NetDogAdmin.exe, none will be capable of uncap it, it's uncomplicated
