I lately get a message that say within is an IP conflict. Is this doomed to failure? Will the other computer be capable of read my information?

If you are on the internet and getting this message it's significantly unlikely.. but the one course this could crop up is if you own a specific IP set up within your tcp/ip settings to be precise incorrectly set.
No the other computer wont know how to read your information, and if you own duplicate IP address afterwards the second computer wont be capable of enter the make friends, and you will receive an error.
You will both be trying to respond to traffic received for that ip and will probably not know how to protract any connections, because one will verbs to say-so "I don't know anything around that... close the nouns."
If you are on a switched gridiron (router not a hub,) the router may become confused and any drop into hub mode or who know what else (it depends on the router.)
If your router is setup right and is hand out IPs correctly, you shouldn't be have this problem. If you are for some purpose, you may only just want to manually set the IP of respectively computer.
Control Panel -> Network Connections -> Local Area Network (or whichever nouns you are using) -> right-click and select Properties, select Internet Protocol (TCP/IP), the click Properties.
Both computers should be set to Obtain and IP automatically. If they are and that still isn't working, try setting respectively one to a different IP address, and use your router's IP address as the gateway address.
