You're probably seeing a pop-up specifically ether from a genuine wholesaler designed to upset you into purchasing their product or it is from a unpleasant vendor/person designed to upset you into downloading a tool to your harddrive to be precise spiteful within make-up and will mess up your computer or have some other mean pupose.
If you are seeing this pop up adjectives the time.. I suggest you check your computer for horrid programs.
Hopefully, you hold antivirus/firewall suite installed from a reliable wholesaler close to mcafee and it is automatically updating and is properly configured. You can disable oodles pop-ups in Internet Explorer by clicking Tools > Pop up blocker > and turning this portion on
If you suspect your antivirus is out of use you can do a net base scan from trendmicro:

and if you hold spyware or believe you enjoy you can also use spybot which is rather not detrimental...I would not install it if you do not own to tho...
