This damn program other pops up on my computer out of no where on earth and it make me impressively upset!! What can i do to acquire rid of this?

I tried to run IE from the Start > Run strip. I have to overt a DOS prompt near CMD, later navigate to the c:\Program Files\ Internet Explorer directory. The virtuous communication, it does work.
Here's a few details to raise the process.

The same happen to me on my computer. It is WinAntiVirus something or other.It is other proverb that my computer is at risk and something almost spyware. It is pretty annoying but when i tried to permit it verbs up the virus on the computer it only sent me to the website so i can buy it. It is in recent times a scam
