I cant stop these messages from asking me to install and update things i dont call for. . . HELP?

Pop up comes from "Registry Cleaner" and wont stop asking me to download and install. When i've tried my spy ware blocks it so I know its not obedient and however it still wont stop asking.

It manifestly sounds similar to spyware. Which anti spyware program are you using? Typically, you should restart in Safe Mode and run a scan next to your anti spyware program. Don't run anything else while scan beside it.
Once done scan, own it verbs ,and reboot the computer.
It'll complete cleaning while rebooting.
(You might want to turn stale system restore while you're cleaning as capably, sometimes the spyware will cover within in that too.)
