That depends on what browser you're using.
If you're using FireFox:
1. Click on the Tools->Options menu item
2. Click on the Privacy tab.
3. Click the Show Cookies button.
If you're using Internet Explorer 6:
1. Click on the Tools->Internet Options menu item.
2. Under Temporary Internet Files, click the Settings button.
3. Click the View Files button. It's not the greatest, but I haven't found a better landscape of them however.

Cookies are used by browsers, not Operating Systems. Start your browswer. Assuming IE select TOOLS::INTERNET OPTIONS from the menu. Look on the General Tab.
