I also recommend Spybot: Seek and Destroy. While it eliminate cookies, it checks for spyware that your browser doesn't detect, making it invaluable in protecting your comp.
If you use Internet Explorer... it's lower than Tools>Internet option. Under "impermanent internet files" at hand is a button for delete cookies.
