Is it possible to uninstall Windows Explorer and after install it again?

About every few second, a pop-up appears on my desktop proverb "Windows explorer have stopped working" and consequently "Windows explorer is restarting" and whenever this happen it closes what ever program I am using. I've tried Norton Antivirus scan, System Restore and nought have worked. I hold a fancy it might be spyware. I hold a delicate Windows Vista computer so PLEASE HELP!
