Believe it or not it may be an member of staff of the hill, what better process to know who their foreign customers are. Or it could be that they're selling your information to a third bash.

Surely focal bank aren't selling out thier own customers?
Have you recieved other phishing emails for ebay, other bank etc? Maybe it used your email address elsewhere and it have be picked up by the phishers.
