are you using window? xp? vista? what class of webcam? what program are you using the webcam beside? yahoo messenger? trillian? what firewall are you using? the one built into window xp? or a firewall made by another company approaching symantec or zonealarm? are you getting any error messages? if so, update your quiz to include the error and the program i.e. producing the error.
in window xp near service pack 2, the built contained by firewall is surrounded by the control panel / window firewall.
proxy settings for internet explorer (which will be applicable to some other applications such as msn messenger) are in control panel / internet option / connections tab / lan settings / proxy settings.
