Most routers enjoy an IP blocking function to be exact set up through a browser interface. To access router try typing 192.168.1.1 or 192.168.2.1 or 192.168.0.1 into internet explorer or find your routers encyclopaedia to find the routers evasion IP.
Or from a command prompt type "ipconfig /all" and look for "failure to pay gateway" to find IP of your router.
Most promising your Dad secured the router beside a password of some sort. You can reset the router to failure to pay settings by holding in the reset button for 10 second or so, but you will still have need of to find out what the defaulting username and password is. Google it.
Internet explorer also have competence to block websites/URL's. It's somewhere lower than Tools > Internet option.
