What is Network Time?

My firewall is on, but Ive allowed Network Time so all UDP web traffic is mortal tolerate through. It be the just one allowed when I turned on firewall.
Is this biddable or bleak? Should I turn Network Time stale? What is UDP grating traffic?
Im using Mac Tiger.
