I believe the program is Zlob. It creates pop-ups whenever I start Explorer or Firefox.

Reinstalling Windows might not solve the problem.
Before you do all of that, try using adaware any spybot searc and verbs, they should go and get rid of it for you. If those don't work, do a rummage through on your concrete drive for Zlob, and also look into your registry for any string that have zlob within it. Before you mess near the registry, back-up and vital notes you want to hold on to.

Spy ware is a different animal than a virus. Try running adaware or spybot or both. Also AVG like guys who brought us AVG Free also hold a free anti-spyware program also available at http://free.grisoft.com. Update you software and reboot it into safe and sound mode. This keep the extra bloat that window loads usually to a minimum as in good health as preventing unnecessary crud similar to spyware from self loaded. This build removal that much easier.
