Has anyone ever get this "`Eí^o^idìà"oè"y "a"e"y "i^i~naòèòa"eaé ~nàéòà" when they enter a website on Internet Explorer?

Whenever my mom types surrounded by reliable websites (ebay.com, paypal.com, espn.com, etc...) the entire page is surrounded by this foreign expressions. The simply item on the page looks exactly similar to this:

I don't even know what oral communication this is!

Some of the websites she visit are ok, but going on for 1/3 of them come up next to this cast-offs. I hold no concept what it is and I've have her run her virus / adware / spyware protection lately to take home sure.

I don't know if it's a setting that can efficiently be turned past its sell-by date, but it's really frustrating. It's not similar to the entire ebay website is contained by this argot.
