Computer Viruses--I enjoy a dual core notebook beside a meter that shows processor usage?

Both cores used to show almost nothing usage when I wasnt doing anything on my notebook. Now they constantly run at 25-80% usage. I enjoy run spyware programs and enjoy Norton Anti-virus, both show no problems. I of late wondered why the meter is instrument superior than it used to be. Please no guessers--if you dont know dont answer--ok.
