I tolerate my friend use my comp but he change my password through the use of the run command and get into MS-DOS how are you competent to restrict access to those??

As far as I know you cannot restrict this access as it is a primary program that window have to own to operate.
Just relate your friend that he is barred to renovation anything and if he doesn't promise to stop, he can't use your computer anymore.
I have to do this to my kid when he be a teen because he kept screw my computer up. After I excluded him for a month, he never changed or downloaded anything again.
