assuming that you are using IE, heres how:
tools-->pop up blocker-->turn stale popup blocker
if that doesnt do it, consequently check your installed toolbars, or antivirus software
The above poster is right on. You can also temp. allow pop up by holding down the CTRL switch when clicking on a interconnect that you know will produce a pop-up.
