I found it on my computer but I don't know if I should delete it or not.

If u dont know what it is,or dont endorse the identify,u should go away it alone and delete it!
It could be legit but it can also be malware. See the webpage below from F-Secure

It is related to some hardware installed on your computer.
It is not a virus.
The ptsnoop.exe process is required for your computer to successfully communicate beside your PCTel modem.
If you no longer own a PCTel modem installed, or do not use your PCTel modem, you should abandon this process.
