To an extent - yes. Your IP address is your address on the internet. Without and IP address you enjoy no presense on the internet.
I am assuming you are conversation around man somewhat invisible on the internet ? So when you pop in websites they dont see where on earth you come from ?

You can pelt your computer bringing up the rear the firewall but you can't store your IP address.
You don't own the internet IP address, they belong to your ISP
