Do u use it serving ?
If so it can be blocked due to company Internet policy and also payment basis..Check beside the IT troop and procure it clarified..
If its blocked surrounded by ur home PC?
Then check if u hold some USB worm virus, which can proscription orkut n other sites...So basically be clear as to any message u get or freshly orkut is blocked..a
Also check next to ur ISP reg. impossible to tell apart..
