Answers: Probably not, unless they hold plans where on earth you take-home pay for a dyed-in-the-wool IP.

ISPs use DHCP for assigning IPs, instead of static so they can hold a pool of not as much of IPs.
As a residential customer no. They may still enjoy some commercial plans that would provision a static IP.
No - but next AOL is one of the clunkiest ISPs out at hand.

You would know how to buy a static IP but it wont be cheap, as typically you are given any one they see fit when you log on, i enquire on this a few years ago next to TeleWest, the effective fellow advise its not worth it andit be not cheap.

So essentially you can but you will hold to rate for it! within integration to your current costs.

There are a few net base services that will 'map' the dynamic IP Address (provided by your ISP) to a 'static' one (allocated by the service) ..

HOWEVER most ISP's own a 'No Servers' rule for private users ..
