It can be, but even beside the best sanctuary tools available, they're merely as correct as your qualifications to use them.. for instance if you dispense a child an unrestricted AOL justification next to no parental controls available and consent to them use the computer beside a user justification next to administrator privileges.. even AOL can't completely protect the system or the child from the ominous "desperate stuff" that's out nearby.
