I run both the Norton Security and Yahoo Antispywar - both updated and I still go and get pop ups from Outerinfo. As soon as I launch the IE explorer 6.02 adjectives these pop ups come to pass.

Well, no business what anti-spyware you've get, IE (especially version more rapidly than 7) is full of warranty holes that can be exploited.
It might be worth trying Spybot Search & Destroy and/or Ad-Aware and see if those can verbs the remnants that Norton & Yahoo missed.
Otherwise, to remove the Outerinfo crap completely: any install Firefox and use that going forward, or backup your information and do a complete wipe/reinstall of your OS. Of course you'd still be adjectives if running IE6 but the current infection would be gone...
Try delete adjectives cookies and impermanent internet files. Then restrict Outerinfo's access by entering it in IEs "Restricted Sites." Click on Tools, Internet Options, Security, Restricted Sites, Sites, "Add this site to the zone," and type "http://*.outerinfo.com" (no quotes), and click Add. Hope this help. Good luck!...
