Can an antivirus program detect a simple program that simply delete files?

Is seem that antivirus programs are looking for specific modules that are installed by a program and that do havoc in the perspective. What if someone wrote a simple program and call it Tic-Tac-Toe. The just piece the program did be to delete adjectives files contained by the system. Could an antivirus program detect it? How would it certificate a nasty delete from a average delete?
