Who is providing you internet access? It seem similar to within is some generous of network content filter.
I'm not sure exactly what your problem is but first try this. Reboot your PC and thump the F8 knob as it reboots. When the option come up choose "Last Known Working Configuration". If that doesn't assist do a system restore. Repeat the first step but choose 'past the worst mode'. Once within out of danger mode do a system restore using a system programmed restore point. System Restore can be found by clicking Start - All Programs - Accessories - System Tools - System Restore.
