Graphics programme/program. A comical movie strip newly by count a few face.?

Do you know of any free programmes/programs, bar JibJab, that allow one to tag on face of say aloud my friends, so that I end up near a short but amusing 'movie strip'.

I've tried www.jibjab.com and found that to be great fun.
