hi, does anyone know if at hand is a programe for pc's which alouds you to repress songs eg. cut the bass out, cut the vocals out etc

try the freeware Audacity. I'm not sure surrounded by what format your songs will be within. but assuming its mp3, the song record will not enjoy the individual tracks of respectively instrument but you can probably press it or run it through a filter to remove guaranteed elements.
If it is contained by some multitrack format similar to read out midi, you can basically remove the bass or enthusiastic track.
