Answers: You involve some sort of photo editing programme (like Photoshop or Paint Shop Pro). Then produce two layer of like picture. Desaturate the upper echelon. Use a soft eraser to erase the parts you want contained by colour (so the lower, coloured horizontal will still show up), and voila! A spot of colour on a desaturated milieu.
