How to rotate picture slightly using Photoshop CS3?

I am using Photoshop CS3, and I want to rotate an carving that I took out of another picture (raster layer). I newly have need of to rotate it slightly, similar to conceivably 20 degree. But how do I do it? I own tried to rotate doing some things, but instead of rotating the picture, I a moment ago rotate the "dotted outline"...Please oblige!

Answers: To rotate a moment ago one seam: Edit/Transform/Rotate.
To rotate the entire figurine: Image/Rotate Canvas/Arbitrary.
There are probably various ways to do this depending on how the picture looks similar to, but this is how I would shift just about it:

Select the quantity you want to rotate from the picture, consequently duplicate the elected bit of the logo onto a contemporary echelon (usually copy paste/ctrl + C & ctrl + V would do it).

Hit ctrl + D to deselect the figurine (make sure the dotted outline isn't nearby anymore).

Make sure the duplicated blanket containing the representation you want to rotate is special.

Hit ctrl + T (in PC) or apple + T (in mac) and you'll enjoy the transform tool which allows you to size, move, or rotate the dummy you want.

or

budge to Edit > Transform > Rotate and rotate the portrait.

Hope this help :)
