you can tricky shut it up by pressing the power button on your "tower" and holding it for 3-4 second.
But if it merely only just downloaded an update it's going to try and configure the updates first and afterwards shut down.

It relatively commonly does not shut down until it have finished what it is doing.
It go on smudge and does things.
Ive no model what it is doing at times, it worries me it might purloin over the world, but mostly it behave itself.

go to start menu and run
type in CMD
in command prompt type the following
shutdown.exe -f
shutdown.exe will shut the PC down and the -f will force anything running to close
