I recommend GIMP, it have frequent features of Photoshop and costs nil.
GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, figurine composition and carving authoring.
Other free alternatives would be Paint.lattice or Picasa from Google.
I outstandingly recommend Paint.Net it is a GREAT program, and is free.
