Windows XP: "STARTUP" problems?

When I stir to Start > All Programs, here is a folder name "Startup". When I underscore the folder, it say "Empty."

However, when I try to supply this folder to the recycle bin, it say something resembling "Startup cannot be delete. It is vital for operation of Windows."

How can it be critical if the folder is available? Is within files missing that ARE mandatory for the dramatization of my computer, and I am missing these?

My computer have be taken a long time to boot up, but I judge it may simply be coincidence. However, whenever I launch Internet Explorer, it is freezing 95% of the time and sometimes it open several window, even w/ solitary the standard double-click.
